Royal Albert Wharf featured as a case study in Homes for Londoners: A new agenda for public housing
New research by NLA explores how London can meet its housing needs through a renewed public housing agenda that champions quality, sustainability and long-term social value.

Building on NLA’s 2019 study Public Housing: A London Renaissance, this new report, Homes for Londoners: A new agenda for public housing, identifies the models, partnerships and strategies that can unlock housing delivery at pace and scale, while ensuring design excellence and community benefit remain central.
We’re proud that Royal Albert Wharf, where Bow Arts manages a growing network of affordable artist studios, has been recognised as an example of best practice in this research. Developed on public land by Notting Hill Genesis in partnership with Telford Homes and Countryside Partnerships, and supported by the Greater London Authority, the scheme is delivering 1,856 new homes, 45% genuinely affordable, alongside commercial spaces and community infrastructure.
Bow Arts’ involvement has centred on creating opportunities for artists and embedding creativity within the heart of the neighbourhood. Our artist studios and community-led programming have supported local engagement, encouraged collaboration, and helped shape Royal Albert Wharf into a vibrant and inclusive place to live and work.
This recognition by NLA highlights the growing importance of artist-led placemaking in London’s regeneration story, demonstrating how creativity and culture can contribute to the success, identity and sustainability of new public housing developments.
